Beyond Housing Development New Business Team B ka

Since our launch in October 2018 we’ve begun work on an ambitious development and regeneration pipeline, seeking to build up to 2,000 affordable new homes in our first five years.

Responsible for delivering our ambitious development plans across an operating area spanning the five Tees Valley authorities through to Hambleton, Scarborough, Ryedale and the East Riding of Yorkshire, is our 12-strong Development and Regeneration team. Headed up by Clare Harrigan with support from development managers Frances Barlow and Karen Howard, the team is focused on the successful evolution and delivery of Beyond Housing’s approach to development.

As Head of Development and Regeneration, Clare Harrigan’s role is to lead these activities for Beyond Housing. Predominantly managing external relationships and business development, Clare also has overall responsibly for the delivery of up to 2,000 homes in the next five years. With a background as a Chartered Quantity Surveyor, having worked in both private practice and contracting, Clare has worked in affordable housing development for nearly 25 years both for housing associations and as a consultant. Clare chaired the board at Leeds College of Building for a number of years, allowing her to lead, motivate and support colleagues and students to deliver the level of excellence she strives to.

Beyond Housing’s Development Manager focused on the Tees Valley, Frances Barlow, has a wealth of experience having spent the last 22 years in housing development, project managing over 1,000 new build homes of various tenures, regenerating communities and building relationships with stakeholders across the north east of England. Frances began her career at former housing association Tees Valley Housing and rose through the ranks as the organisation went through various mergers up until it became the modern-day Thirteen Group, responsible for 34,000 homes in the north east of England. Throughout her career Frances has developed a range of schemes from general needs housing to large scheme regeneration projects, supported housing schemes such as independent living accommodation for people with learning difficulties, extra care, dementia care facilities and constructing a large community centre with a café and multi-purpose hall which could be converted into a theatre. Before being appointed as Development Manager at Beyond Housing in 2018, Frances was Construction Manager at Thirteen responsible for the in-house legal, finance, sales, land, housing and procurement teams to ensure that both internal and external audit compliance was met.

Development Manager Karen Howard has project managed the delivery of new homes in Yorkshire across a range of tenures, several of which were valued in excess of £10 million. Karen began working in the social housing sector in 1988 at what we know now as Homes England, holding responsibility for the management of a number of housing associations’ grant funding programmes, including those of Harewood Housing Society which she joined in 1991 as Development Officer. Karen has since worked for a number of housing associations at development and maintenance manager level, including almost 20 years at Together Housing (formerly Chevin), before joining Beyond Housing’s North Yorkshire arm in 2014. Karen has facilitated the delivery of specialist housing for specific client groups such as faith organisations, housing for older or vulnerable people including extra care, supported housing and homes for those with disabilities. Karen also spent a single but invaluable year out of the sector with the regional development agency, gaining vitally important commercial experience delivering large scale infrastructure developments in North Yorkshire and building an extensive network of contacts across the public and private sectors.
